WASHINGTON (Reuters) – The U.S. Senate on Sunday handed landmark laws sought by President Joe Biden that Democratic backers say will convey a serious discount in carbon emissions that trigger local weather change, decrease drug costs for the aged and make companies and the rich pay extra taxes.
